Economic and health benefits assessments of air quality changes often quantify and report changes in deaths at a given point in time. The typical approach uses a method that attributes air pollution-related health impacts to a single year air quality change (or “pulse”). The perspective on benefits from these static pulse analyses can be enhanced by conducting a dynamic population assessment using life tables. Such analyses can provide a richer characterization of health risks across a population over a multiyear time horizon. In this article, we use the life table approach to quantify cumulative counts of reductions in PM-attributable deaths and life-years gained due to overlapping impacts of PM2.5 changes over a multiyear period, using case studies of air quality improvements in the USA and Chile. Our comparison of health risk and economic valuation for the two approaches shows life table analysis can be a valuable adjunct analysis to the pulse approach though both come with their own set of uncertainties and limitations. If applied jointly, they provide a broader characterization of how air quality actions can change populations in terms of life-years lost, life expectancy, and age structure. The value of these metrics is illustrated using case studies with dramatically different air quality reduction trajectories.

We describe an ultra-wide-bandwidth, low-frequency receiver recently installed on the Parkes radio telescope. The receiver system provides continuous frequency coverage from 704 to 4032 MHz. For much of the band ( ${\sim}60\%$ ), the system temperature is approximately 22 K and the receiver system remains in a linear regime even in the presence of strong mobile phone transmissions. We discuss the scientific and technical aspects of the new receiver, including its astronomical objectives, as well as the feed, receiver, digitiser, and signal processor design. We describe the pipeline routines that form the archive-ready data products and how those data files can be accessed from the archives. The system performance is quantified, including the system noise and linearity, beam shape, antenna efficiency, polarisation calibration, and timing stability.

We present the results of two 2.3 μm near-infrared (NIR) radial velocity (RV) surveys to detect exoplanets around 36 nearby and young M dwarfs. We use the CSHELL spectrograph (R ~ 46,000) at the NASA InfraRed Telescope Facility (IRTF), combined with an isotopic methane absorption gas cell for common optical path relative wavelength calibration. We have developed a sophisticated RV forward modeling code that accounts for fringing and other instrumental artifacts present in the spectra. With a spectral grasp of only 5 nm, we are able to reach long-term radial velocity dispersions of ~20–30 m s−1 on our survey targets.

We report on the analysis of virtual powder-diffraction patterns from serial femtosecond crystallography (SFX) data collected at an X-ray free-electron laser. Different approaches to binning and normalizing these patterns are discussed with respect to the microstructural characteristics which each highlights. Analysis of SFX data from a powder of Pr0.5Ca0.5MnO3 in this way finds evidence of other trace phases in its microstructure which was not detectable in a standard powder-diffraction measurement. Furthermore, a comparison between two virtual powder pattern integration strategies is shown to yield different diffraction peak broadening, indicating sensitivity to different types of microstrain. This paper is a first step in developing new data analysis methods for microstructure characterization from serial crystallography data.

Outbreak of Pseudomonas aeruginosa Infection Associated With Contamination of a Flexible Bronchoscope

Background.
A cluster of patients with respiratory cultures positive for Pseudomonas aeruginosa with a unique antibiogram was observed during June and July 2007 at a 1,000-bed urban teaching hospital in Atlanta, Georgia. These P. aeruginosa isolates were recovered from bronchoscopically obtained specimens.
Methods.A cross-sectional study was performed to assess whether the cluster was associated with exposure to a particular bronchoscope (B1); cultures from specimens from the bronchoscopes and the environment were obtained, and the P. aeruginosa isolate type was determined using pulsed-field gel electrophoresis (PFGE). Records of patients exposed to B1 during the cluster period were reviewed.
Results.Twelve patients with a culture positive for P. aeruginosa with the unique susceptibility pattern were identified in June-July 2007. No cases were documented from March 1 through May 31, 2007. Culture specimens obtained from B1 after high-level disinfection revealed P. aeruginosa, prompting removal of B1 from service on July 23, 2007. No cases occurred after that date. Eleven (55%) of 20 patients who were exposed to Bl during the cluster period had a culture positive for P. aeruginosa, compared with 1 (2%) of 53 patients who were exposed to other bronchoscopes (P < .001). PFGE patterns for P. aeruginosa isolates obtained from case patients and from B1 were identical. An engineering evaluation of B1 documented several internal damages. Two (10.5%) of 19 patients exposed to Bl during the cluster period may have developed P. aeruginosa infection following exposure to B1.
Conclusions.An outbreak or pseudo-outbreak of P. aeruginosa infection occurred in association with use of a damaged bronchoscope. Periodic engineering maintenance may be needed to prevent bronchoscope contamination that is resistant to high-level disinfection.
Colonization With Multidrug-Resistant Organisms in Evacuees After Hurricane Katrina

After Hurricane Katrina, 50 patients were evacuated to Grady Memorial Hospital in Atlanta, Georgia, with limited medical records. The infection control department ordered contact precautions for 16 Patients. Surveillance cultures performed on admission identified colonization with multidrug-resistant (MDR) bacteria in 9 patients (18%). Presence of a wound was the strongest predictor for MDR colonization. More data are needed to reliably predict MDR bacterial colonization.

Products derived from ethylene have and will continue to replace metallic materials traditionally used for transportation, building materials, and products we use in our everyday lives. As the demand continues to increase, a more suitable material for the outlet coils of ethylene pyrolysis heaters will have to be identified. In this study, we discuss utilization of scaled up pulsed deposition technology to deposit adherent carburization resistant coatings on the inner diameter of ethylene pyrolysis tubing with the intent of extending tube life. Ablation target material selection was based primarily on elevated temperature properties and the ability of the coating to prevent transformation of the inherent protective chromium oxide surface film to metal carbides while in service. The near optimal settings of the processing parameters for pulsed laser deposition of ceramic SiC on heat resistant tubing traditionally used for ethylene service were investigated using a semi quantitative controlled random search methodology. Minimization of the objective function which was based on width, thickness and coverage of the thin film resulted in an optimal deposition time of 4.3 minutes and surface finish of 272 nm.

Pulsed laser deposited coatings can be used to enhance the corrosion resistant of materials traditionally used for industrial applications. In this paper, we describe our initial results on coating HK40 (a material used for ethylene heater tubing) with silicon carbide (a carburization resistant coating) to increase tube life. A 1 um thick film of silicon carbide was successfully deposited onto a heated HK40 substrate. An array of characterization techniques (scanning electron microscopy, atomic force microscopy, and scratch tests) demonstrated that the processing conditions were suitable for good coverage and promising adhesion behavior.

The FIB lift-out (LO) technique has been applied to a sample that been pulled to failure by tensile testing. An aluminum alloy (5083) was cold deformed using DSI's Maxistrain technology [1]. The alloy was cut with a low speed diamond coated wafering blade such that the fracture surface would fit inside the focused ion beam (FIB) specimen chamber. The sample was then mounted and placed in an FEI 200TEM FIB instrument. An FIB image of the tip of the fracture surface is shown in figure 1. A region for TEM specimen preparation was chosen such that the specimen would be in the plane of the tensile axis. The area of interest was chosen to ensure that FIB undercutting of the specimen could be accomplished upon tilting inside the FIB, and to ensure that the micromanipulator needle would have access to the FIB prepared specimen. A region of interest was coated with Pt using the FIB. A TEM specimen was then prepared in the usual LO manner [2,3]. The location of the finished LO specimen is circled in figure 1. After FIB milling was completed, the sample was removed from the FIB and placed on a light optical microscope stage. The electron transparent membrane was removed from the deformed sample using a glass rod attached to a micromanipulator. While the successful LO was performed, it should be noted that the micromanipulation was non-trivial due to the rough fracture surface combined with the poor depth of field of the light optical microscope.
The Influence of the Composition of the Nursing Staff on Primary Bloodstream Infection Rates in a Surgical Intensive Care Unit

Objectives:
To determine the risk factors for acquisition of nosocomial primary bloodstream infections (BSIs), including the effect of nursing-staff levels, in surgical intensive care unit (SICU) patients.
Design:A nested case-control study.
Setting:A 20-bed SICU in a 1,000-bed inner-city public hospital.
Patients:28 patients with BSI (case-patients) were compared to 99 randomly selected patients (controls) hospitalized ≥3 days in the same unit.
Results:Case- and control-patients were similar in age, severity of illness, and type of central venous catheter (CVC) used. Case-patients were significantly more likely than controls to be hospitalized during a 5-month period that had lower regular-nurse-to-patient and higher pool-nurse-to-patient ratios than during an 8-month reference period; to be in the SICU for a longer period of time; to be mechanically ventilated longer; to receive more antimicrobials and total parenteral nutrition; to have more CVC days; or to die. Case-patients had significantly lower regular-nurse-to-patient and higher pool-nurse-to-patient ratios for the 3 days before BSI than controls. In multivariate analyses, admission during a period of higher pool-nurse-to-patient ratio (odds ratio [OR]=3.8), total parenteral nutrition (OR=1.3), and CVC days (OR=1.1) remained independent BSI risk factors.
Conclusions:Our data suggest that, in addition to other factors, nurse staffing composition (ie, pool-nurse-to-patient ratio) may be related to primary BSI risk. Patterns in intensive care unit nurse staffing should be monitored to assess their impact on nosocomial infection rates. This may be particularly important in an era of cost containment and healthcare reform.
Organoclay Nanoplatelets at the Air/water Interface

We have demonstrated that films of single clay platelets can be produced by the Langmuir technique where a solution of organoclay particles dissolved in xylene was spread at the air water interface. The total thickness of the layer was found to be 21 ± 3Å which is in good agreement with previous X-ray diffraction data. Scanning probe microscopy showed the individual platelets to be rectangular in shape with an aspect ratio in excess of 100 to 1 and of uniform organic surfactant coverage.

1. Three samples of spray-dried whole milk were made from milk pre-heated at 190, 230° and 230° F. with regenerative cooling to 190° F., in an A.P.V. H.M. Paraflow Heat Exchanger and dried in a Kestner plant. The powders were packed in plain tin-plate cans and stored at 17, 37 and 47° C. The keeping quality of the powders was determined by examination at intervals for palatability, absorption of oxygen and peroxide value of the fat. The biological value and true digestibility of the protein of the powders were estimated in rat-feeding experiments initially and after 6 months' storage. The breadmaking properties of the powders were also examined.
2. The keeping quality, biological and baking tests showed that the three milk powders were very much alike, and that no advantage was gained by raising the preheating temperature of the liquid milk from 190 to 230° F.

1. Three spray-dried separated milk powders with moisture contents of 2·9, 4·7 and 7·3% (3 hr. air oven) or 3·0, 5·0 and 7·6% (20 hr. vacuum oven) were packed in air and in almost pure nitrogen, in gas-tight cans, and stored at 20·0, 28·5 and 37° C, for a period of nearly 2 years.
2. The powders were examined at intervals for palatability, colour, pH, equilibrium relative humidity (indicating crystallization of the lactose), conversion of β-lactose to α-lactose hydrate, decrease in total soluble lactose, absorption of oxygen, production of carbon dioxide, solubility in water at 20 and at 50 or 60° C, changes in the distribution of soluble nitrogen, reducing power towards potassium ferricyanide, base-binding capacity, formol titration, weight of the undialysable fraction, free amino-nitrogen by the Van Slyke method, sugar attached to the protein, and bacterial content.

The vitamin A and carotene content of 14 samples of butter fat churned from milk in the usual way has been compared in spectrophotometric and Lovibond tintometer tests with figures similarly obtained for the ether-extracted fat from the same milks. On the assumption that there is no loss of either carotene or vitamin A in the course of the ether extraction, it has been found that some carotene is lost in churning but that vitamin A is not appreciably affected.

We have dealt in a previous communication (1) with the effects-of commercial pasteurization on the nutritive value of milk. We present here the results of an enquiry into the nutritional effects of the more drastic heat treatment to which milk is subjected during commercial sterilization. There is no legal definition of either sterilized milk or of the process of sterilization, but in commerce it is customary to apply the term to milk which has been heated to at least 212° F. for varying lengths of time.
